The FDIC starts executing a plan to return its Deposit Insurance Fund ratio to 1.35% of insured deposits, even as it cancels a three-basis-point assessment increase scheduled for Jan. 1. The agency lowered loss expectations and will keep holding back rebates to banks until the fund is healthier.
