Small start-up businesses are an engine of growth that has helped lead U.S. economies out of recession, but that process isn't working well now, as few new businesses are getting off the ground. Firms with at least one employee fell by 100,000, or 2%, in the year ending March 31, second-worst performance in 18 years; the worst was the 3.4% drop in the previous year.
