Google (GOOG) doesn't "substantially set prices" in its AdWords auctioning process, says Yahoo's (YHOO) chief economist. "Could they?" he asks. "Maybe. But they don't. Transparency would obviously help. They could be cheating in some sense and we would have a hard time knowing it because they're so opaque."
