Distressed-debt specialists in a WSJ survey give the U.S. a "B" for its handling of struggling U.S. companies during the financial crisis. Most praise the government for getting so much of its money back in less than two years, but others say it could have extracted greater profits and restructured bailed-out companies more aggressively.
