Looks like the State of the Union proposal will be for a five-year freeze on non-security discretionary spending (ABC has corrected its report) - effectively a two-year extension of the three-year freeze President Obama offered up last year, a "down payment toward reducing the deficit." The new plan could shave $26B off projected spending in 2014-2015, if Congress agrees.
