The unexpectedly large 10.6% drop in April housing starts should be viewed as a mixed blessing, Kathleen Madigan writes. The drop in construction will be a drag on U.S. GDP growth in the short run, but the housing sector can recover in the long rum only if supply is drastically pared down to better balance with modest gains in demand.
