The U.S. government is four years behind in delivering a study of a program for laid-off workers at the center of a dispute jeopardizing trade pacts with South Korea, Colombia and Panama. Pres. Obama says he won't send the agreements to Congress if lawmakers don't renew Trade Adjustment Assistance, funds paid to workers who lose their jobs as a direct result of trade.
