The BoE's fledgling Financial Policy Committee (FPC) urges U.K. banks to avoid "discretionary distributions," i.e. bonuses and dividends at the expense of lending as they attempt to repair their balance sheets. At this point, the FPC is only an advisory group and its advice likely won't make it past the pages of the FT. (PR)
