Interbank lending rates fell Tuesday helped by overnight calm in financial markets, but banks are still hoarding cash. "It's less desperation to borrow rather than more willingness to lend," strategist David Keeble says. Overnight Libor fell 0.03% to 1.235%; 3-month rates fell 0.04% to 3.465%.
