Even as regulators continued drafting the Volcker Rule to curtail bank investments in risk assets, Citigroup (C) poured $800M into its own hedge funds in Q3, partly offsetting $1.1B in hedge fund and private-equity asset sales. The investments are classified as illiquid Level 3 assets.
