Nope...I don't see how COP could possibly raise its dividend. I suspect it will be very conservative in raising dividends, given the unwise dividend raise in 2015, only to have to cut it within months. I'm trapped in COP. I don't get the current yield, even, because of my high cost basis. Still, it will go back up sooner or later, and when it does, it will rise a lot.

The other thing you point out with Exxon's dilemma is their use of FCF + debt for share buybacks. This instead of productive investment optimization. Another "cardinal sin" as Taylor above puts it. And a lot of dividend-paying blue chip corporate America has been doing the same thing while their top lines peter out. Short-sighted quarterly stock price management will be, and is, taking its toll.
